Export Certification Program

The Entomology Program, under the authority of USDA, Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), issues federal phytosanitary certificates for plants and plant products. A phytosanitary certificate is an official document that verifies a commodity has been inspected by an authorized official and meets the export requirements. These phytosanitary certificates are required by many foreign countries in order to import plants and plant products into their country. Each country has its own phytosanitary requirements and certain standards or criteria that must be met before the commodity can be imported into their country.

Some states also require certification for interstate movement of plants and plant products. NDA can issue state phytosanitary certificates for these commodities.

NDA Entomology Program staff can assist with the issuance of these certificates, to help facilitate the export of plants and plant products by inspecting and certifying shipments for interstate and international markets.
